Some 25 years ago, Florida recognized that growth was out of control.  The Growth Management Act was enacted, which imposed state rules and oversight on local growth decisions. An important feature of this comprehensive legislation was to require infrastructure (especially roads) to be in place before construction. Another was an attempt to limit sprawl outside of the urban service area. Although this system did not work perfectly, it provided some rationality and restraint on local government from continuing to make bad decisions at the behest of local developers and land owners.

The 2009 Legislative session has gutted that Act. A new law went into effect that repealed requirements for roads in a large part of Florida and weakens state oversight of growth management. It also limits or repeals some local laws controlling land use and commits mischief in dozens of other areas. Another new law created "5 Water Czars" who allocate all water in the State behind closed doors.

As the enclosed articles clearly point out, "the Florida Growth Machine" remains very much in control of Florida politics. Virtually everyone knows that residential growth as a sustainable basis for Florida's economy has failed the economy itself, the environment, and the thousands who cannot sell their homes or get a job. It is most certain to fail in the future. New home sales have begun again, especially in the Midwest. It is only a matter of time until the developers once again begin to eat away at our community and our neighborhoods.

While frequently being outspent by the development industry, we continue to work to bring balance to the influence of those who would profit from unmanaged growth at the expense of our quality of life.
